We are being bullied by our landlord?

We rent a property with a fairly large driveway that leads up to our two car garage. Upon moving in, we had been asked to leave the entrance of our driveway open so a neighbour would be able to haul wood up to a shed. We have had issues with this same neighbour parking and blocking our driveway. We are now on a month to month lease and have made complaints to the landlord. She has gone as far to say that we are no longer able to use the driveway for anything other than pulling into our garage but to also say that the next door neighbor can use our driveway for parking which contradicts an email I recently received from her that the driveway was to be used from him only for hauling wood. The neighbor has his own driveway on the other side of his house but chooses to use ours out of convenience. And now that we made a complaint she is saying we or our guest cant park on our driveway. Since we are going on a month to month payment for the rental property can our landlord change the rules at anytime and allow the other tenant next door the use of our rental property outside of original agreement? Can she just decide that we can no longer make full use of the property we are paying for each month to rent rom them?
